How to Choose a Home Care Agency in Dallas Fort Worth

Not all agencies are the same. Here is what to look for and what to walk away from.

Choosing a home care agency is one of the most important decisions a family will make for an aging parent. It is also one of the most confusing there are dozens of agencies in the Dallas-Fort Worth area, and many of them say roughly the same things in their marketing.

This guide cuts through that. Here is what actually matters when evaluating a home care agency from licensing to caregiver matching to the questions you should ask before signing anything.

Start with licensing

In Texas, any agency providing personal care services must be licensed by the Texas Health and Human Services Commission (HHSC) as a Personal Assistance Services (PAS) agency. Ask directly: "Are you licensed by Texas HHSC?" If the answer is anything other than a clear yes with a license number, keep looking.

Unlicensed agencies operate in a gray area that puts your family at risk legally and in terms of the quality and accountability of care.

Ask how they screen and train caregivers

The agency is only as good as the people they send into your home. Ask these questions directly:

  • Required Do you run background checks on all caregivers?
  • What does your background check include state, federal, sex offender registry?
  • What training do caregivers receive before their first placement?
  • Are caregivers employees of the agency, or independent contractors?

The employee vs. contractor distinction matters. Employees are covered by the agency's insurance and are held to the agency's standards. Independent contractors hired through a platform shift legal and financial risk onto the family.

Understand how caregiver matching works

This is where agencies differ most dramatically. Some agencies assign whoever is available. Better agencies take the time to match caregivers by experience, personality, language, and cultural background.

Ask: "How do you decide which caregiver to send?" and "What happens if the match is not a good fit?" A good agency will have a clear answer to both and will not treat a mismatch as a problem they will treat it as something to fix.

Red flags to watch for

  • Pressure to sign a long contract before you have met a caregiver
  • Vague answers about licensing, background checks, or insurance
  • No clear process for replacing a caregiver if something goes wrong
  • Very low rates that seem too good often means caregivers are underpaid and turnover is high
  • No one answers the phone when you call if they're hard to reach before you sign, they will be harder after

Questions to ask any agency

  • Are you licensed by Texas HHSC as a PAS agency?
  • Do your caregivers pass a state and federal background check?
  • Are caregivers your employees or independent contractors?
  • How do you handle scheduling gaps or last-minute cancellations?
  • Who do I call if there is a problem at 9pm on a Sunday?
  • Can I meet the caregiver before the first visit?
  • Do you offer a written service agreement with clear pricing?

What good care actually looks like

Good home care is not just task completion. It is a caregiver who shows up on time, learns your parent's preferences, and notices when something seems off. It is an agency that calls you back the same day and does not disappear once you sign the paperwork.

The best indicator of a good agency is often the simplest: Can you reach a real person when you call? In an industry where communication failures directly affect people's safety and wellbeing, responsiveness is not a nice-to-have. It is the standard.
